IT Project Manager - Software Implementation

Position Overview:

We are seeking an experienced and highly motivated Project Manager to oversee the successful implementation of a new probation case management and supervision software system. This role will coordinate across multiple departments, vendors, and stakeholders to modernize and streamline probation services and operations.

The ideal candidate has a strong background in software implementation, public sector projects, and an understanding of probation processes and the criminal justice system. This is a high-impact role requiring strong communication, leadership, and problem-solving skills.

Key Responsibilities:

• Lead full lifecycle software deployment projects, from initial planning to post-implementation support.
• Partner with stakeholders to assess and prepare the organization for change, including communication plans, training, and readiness assessments.
• Develop and manage project plans, timelines, and deliverables to ensure deployment goals are met.
• Coordinate across cross-functional teams to ensure all aspects of implementation are aligned and executed effectively.
• Identify risks related to change resistance and develop mitigation strategies to drive user adoption.
• Support continuous improvement initiatives and lessons learned for future deployments.
• Act as a liaison between business units and technical teams to ensure solution alignment with organizational goals.
• Oversee system configuration, data migration, testing, training, go-live planning, and post-implementation support.
• Coordinate user acceptance testing (UAT) with probation officers and administrative staff.
• Ensure compliance with CJIS standards, local policies, and County security and privacy regulations.

Minimum Qualifications:

• Bachelor's degree in Information Systems, Criminal Justice, Public Administration, or a related field.
• 3+ years of project management experience in software implementation, preferably in a public sector or criminal justice environment.
• Familiarity with probation, parole, or case management systems (e.g., Tyler Supervision, Journal Technology eSupervision, AutoMon, Northpointe).
• Strong understanding of project management methodologies (Agile, Waterfall, or hybrid approaches).
• Excellent communication and interpersonal skills with a strong ability to collaborate across diverse stakeholders.

Preferred Qualifications:

• Project Management Professional (PMP) certification or equivalent.
• Experience working with California county-level government agencies or departments.
