Description
We are seeking a high-performing Chief Administrative Officer (CAO) to join our Executive Leadership Team in Oroville, CA. This role will oversee Human Resources, Fleet Operations, Safety, and Administrative functions to ensure that internal systems scale with our growth while maintaining regulatory compliance and workforce stability. The CAO will manage both union and non-union workforce policies and bring strategic vision and hands-on leadership to key support departments.

Key Responsibilities
Executive Leadership
- Serve as a key member of the Executive Team, collaborating on strategy, organizational planning, and internal alignment
- Build systems and teams that support operational efficiency and regulatory compliance across all departments
Human Resources & Labor Relations
- Oversee all HR operations including recruitment, onboarding, employee relations, benefits, and compliance
- Manage workforce practices for both union and non-union employees, ensuring proper application of labor agreements
- Support employee engagement, culture-building, and leadership development initiatives
Fleet Management
- Oversee the company's vehicle and equipment fleet, including procurement, maintenance, tracking, fuel management, and DOT compliance
- Ensure field crews are equipped with reliable, safe, and well-maintained vehicles to support service delivery
Safety & Risk Management
- Lead safety manager to ensure compliance with Cal/OSHA and industry-specific standards
- Oversee safety training, job hazard analysis, incident reporting, and continuous improvement practices
- Promote a culture of accountability and field safety in collaboration with operations leadership
Administrative Operations
- Manage internal administrative systems including documentation, data tracking, and interdepartmental workflows
- Support the implementation of software and tools that improve team productivity and compliance
Qualifications
- 10+ years of leadership experience in operations, HR, or administration, with at least 3 years in an executive-level role
- Strong experience managing both union and non-union employees, including collective bargaining and labor compliance
- In-depth knowledge of Cal/OSHA, DOT regulations, and California employment law
- Strategic thinker with strong execution and team development skills
- Experience in vegetation management, utility services, construction, or related industries preferred
- Bachelor's degree required; advanced degree or HR certification (SHRM-SCP, SPHR) is a plus
